Up until 1866, children in need of care were often taken in at various poor houses and infirmaries and cared for by the unqualified residents of these institutions. To remedy this, the Ohio Legislature passed an act authorizing county commissioners to establish Children's Homes in their respective counties. Summit County voters approved a bond issue and a new Children's Home was constructed on South Arlington Street in 1890 at a cost of $20,000.
